The Preamble to the Constitution reads as follows:
We the people in order to form a more perfect union establish justice insure domestic tranquility provide for the common defense promote the general welfare and secure the blessings of liberty to ourselves and our posterity do ordain and establish this Constitution for the United States of America.
Supporting the military by providing for the common defense is specifically mentioned in the preamble to the Constitution. As warfare progresses, so must our military. You don't show up to a gun fight with a stick. Yes it is expensive but it is granted by the original founding documents of our great nation. The most generous nation on the planet.
Granting healthcare, social security, unemployment compensation, industry bailouts, bank bailouts, insurance company bailouts, housing, food stamps, roads, bridges, police, fire, EMS, etcetera are NOT granted by our Constitution. Those latter listed "rights" are and should be States rights only as voted on by the individual States. The Federal Government has taken too much power away from the States at a much higher cost than Military. These other "rights" also are under funded and no longer have the funding necessary to survive.
These "inconsistencies" you mention are are the only consistent government function that is granted by the Constitution that has a direct financial cost. The others are free because of our military and their commitment to keep our country free and preserve those freedoms granted us when we seceded from England and the totalitarian rule of the King.
